Bradley Robert Edwards has been charged with the wilful murder of Sarah Spiers.
The 49-year-old, who is also accused of murdering Ciara Glennon and Jane Rimmer, was charged on Thursday morning by cold case homicide detectives.
Sarah Spiers was last seen in January 1996 leaving a Claremont night spot.
Police Commissioner Chris Dawson made the announcement a press conference on Thursday afternoon.
It will be alleged the 18 year old was murdered on, or about, January 27, 1996, after a night out with friends in Claremont.
She phoned for a taxi from a phone box near the corner of Stirling Road and Stirling Highway in Claremont just after 2am that Saturday morning.
But when the taxi arrived several minutes later she was nowhere to be seen.
Her body has never been found.
"Mr Edwards, formerly of Kewdale, was charged on Thursday morning following extensive inquiries by the Macro Investigation Team within the Cold Case Homicide Squad," police said in a statement.
He is due to appear in the Stirling Gardens Magistrates Court on Wednesday.
